Jay Gatz is an outsider and will always be one to Daisy. One reason is Daisy and Tom both come from old money, Gatsby is new money, and at that it is not clean money. At the end of the first chapter, Daisy has a knowing smirk on her face, as if she has a membership to a secret society, and later we also find that Tom Buchanan is part of this club with Daisy, making them insiders and Gatsby an outsider who wants in. By thinking he has a chance at repeating the past, (which is not possible), he becomes delusional. Gatsby thinks that what he is trying to do is right for both him and Daisy, but they have opposite status, and Daisy will never give that up.
